I was just driving by when I saw this, and it hit completely differently in real life. He wasn’t doing anything—just a guy on a scooter trying to deliver someone’s Popeye’s meal—and suddenly he’s surrounded by agents.
Even from the car, you could feel the fear. As you can see, he appears calm. No drama. Just fear. People can argue laws and different perspectives all day, but when you see a moment like this up close, all you see is a man who was just trying to work.
Side note: Out of frame, there were at LEAST four more law enforcement vehicles. I was too shaken to get a better picture.
EDIT: It should be noted that this is Northwest Washington, DC, at the intersection of New Hampshire Avenue & Madison Street.
Also, DC has a considerable Venezuelan migrant population that has turned to food delivery work on mopeds while they work out obtaining asylum and work permits. This practice sparked a surge in moped use by other populations throughout the District. DC law makers recently began cracking down on unregistered mopeds, and Metro Police MPD) is enforcing the crackdown. ICE has been targeting moped drivers in their federal immigration enforcement operations—sometimes in cooperation with MPD. That’s likely what’s happening in this photo.
ICE has made American Citizens more afraid of all law enforcement. Police, FBI, ATF anyone wearing a badge have become symbols of the oppressive boot of the Administration. IT's not fair to all of them, but it is what it is.
Until ICE is seriously reformed (which some feel is impossible) or abolished, average Americans will continue to live in fear of them.
People shouldn't have to live in fear, but every day the people running things tell us they want to go further, ignore due process, and terrorize cities and their residents.
Anyone can become a target of their retribution... anyone.
They do not accuse people of being criminal aliens and then refuse to present any evidence that such is the case.
Law-abiding law enforcement should have no problem with the public knowing who they are. These people are trying to scare average law abiding citizens, and those with even questionable status into unquestioned obedience. There are numerous videos of ICE randomly hurting people and trying to cause chaos. They want all of us to become like the populace of Russia, or Venezuela... so terrified that we will be silent and any protests will be short lived or ineffectual. That's the plan. Brutalize, terrorize, and silence. So far, they are succeeding.
edit - I want to make it clear that I am not against all police, and I have members of my extended family who wear a uniform. The numerous instances of overreach, unneeded, or excessive violence, and the cruelty displayed by ICE has roll over effects to even the "good" cops who are truly trying to protect and serve their communities. Until that stops, the fear of all law enforcement will continue to increase, and that will hurt any efforts to stop actual criminals, lower cooperation, and make the actual job of law enforcement harder and more dangerous. I'm also well aware they were bad under Obama and Biden... but by all accounts have become worse under the current admin.

ICE is absolutely terrible but this looks like US Marshals and the local police. Do marshals help ICE or is this probably something different?
Edit: sounds like unfortunately most if not all federal agencies are helping with immigration now. I'm tired, boss.

These are not good people trying to defend America. IF so they wouldn't be wearing masks, and refuse to be photographed.
