Is this in the US South? Just that 100% implies that the school was probably segregated in the 1960s.

Segregation might play a role, but in Gwinnett County (population 1,000,000) demographics have shifted significantly over the last 40 years. I live only about 10 minutes from this school, but I drive past another 3000 student school to get there.
