Here this is via Google Street View.

Here is a drone shot where you can see the cupola/widow's walk.

Here provides the following context:

Not much at all was known about the house—not even the owner—until reporters from local station KTVA started looking into it.

What did they find? First, that it had a name: the Goose Creek Tower. Also, that parts of the house were built on the ground and set into place with a crane. And that there’s a basement with an escape tunnel to a safe room.

So who owns this place? Turns out it was built by Phil Weidner, an Anchorage attorney. His vision is to put a telescope in the top of the house. He also wants to put in a ham radio station, and broadcast what he calls Radio Free Goose Creek.

The top certainly offers a unique perspective on Alaska, with 360-degree views of (on a clear day) Denali, the Homer Spit, and the start of the Aleutian chain. The owner considers it “a poem to the sky.” He just doesn’t know when it will be finished.

Here adds:

[It] stands 185 feet high.

Weidner did originally only plan on building a two-story log cabin, then he let his mind (and engineering degree) take over. He decided to add another floor. Then another, and another, and it just kept going up. Depending on how you look at it, and which ladders and staircases you climb to get to the top, there are somewhere between 14 and 17 floors.

Once you get to the top, you have a view of over 300 miles, says Weidner. The house’s official name is Goose Creek Tower, but Weidner calls it his "poem to the sky.”

The house has been under construction going on 20 years now. As Weidner is one of the top trial lawyers in Alaska, he has a hard time finding time to work on it. He says though, when he is done, he and his family will enjoy the tower. Most of all, he will sit up top and watch the Northern Lights.

Over here /u/namtsopgb stated:

My girlfriend's father built this structure. Apparently the owner ran out of money and could no longer pay him, which is why it's unfinished. He repeatedly warned him against building the house, since it's a safety hazard, but the owner didn't care. He also hates that it's called the Dr. Seuss house.
