The police uniforms say "POLIZEI." This wasn't taken in Portland.
A reverse image search shows that this photo was taken in 2007 during protests surrounding a G8 summit in Rostock, Germany.
The amount of misinformation being spread right now is out of control, you shouldn't participate in spreading more.
