That's a franchise level decision. McDonald's doesn't care if employees have a free meal, as long as they get the franchise fee every year.

Considering McDonald's is a franchise model, corporate would never put policies in place to reduce ingredient consumption.
The way McDonalds corporate makes money is by selling ingredients to franchises. They don't care what those ingredients are used for.
Edit: the franchise obviously has to follow the menu, but corporate doesn't care if the franchise is wasteful.
Individual restaurants being profitable is not their problem.

If this was from corporate there'd be a nicer flyer and graphic to demonstrate how to get your meals back.
This was put together by a manager/franchise owner who thinks they can get away with not giving out employee meals.
