Keith Kellogg, US President Donald Trump's Special Envoy for Ukraine, has stated that Trump has authorised Kyiv to launch long-range strikes on Russia.

Quote from Kellogg, when asked if Trump's position means that Ukraine can conduct long-range strikes on Russia: "I think reading what he has said, and reading what Vice President Vance has said as well as Secretary Rubio, the answer is yes. Use the ability to hit deep."

In response to a follow-up question on whether Ukrainian forces have permission to use US-supplied weapons in this way, he said: "It's mixed."

"Sometimes they get some of the authority, sometimes they don't. I think everyone should follow the president's instructions. He is the Commander-in-Chief according to the Constitution, and everyone must obey him. If the president goes left, you go left. If he says go right, you go right. That's just the way the president is. According to the latest information, none of us received Electoral College votes, but he did. So when the president says to do something, we just have to do it and carry it out," Kellogg stated.

He also noted that Ukrainian President Volodymyr Zelenskyy had requested Tomahawk missiles, which have a range of up to 2,500 km, during his meeting with Trump. According to the special envoy, no decision has yet been made on this request.
