I grew up with someone that fits this description pretty well. They were too much of a pussy to sign up for the military, couldn't become a cop, so they became a security guard targetting shoplifters.
Only trait they possessed not included on the sign, is an overflowing amount of racism. Maybe that's just assumed to be present if the other characteristics are there.
I imagine most people who join ICE to be just like this guy.
