He should be punished by forcing him to get a tattoo of the words "UNESCO world heritage Temple in Nara" on his back.
Edit: clarified the intent was a tattoo of the words, not an image.

Professional restorer here. The best way to fix this is to very carefully colour match a woodstain and then slowly sand the area down using the young mans testicles.
