I would try to file a complaint saying the ID is not able to be verified. They SHOULD fix it on their dime. I'm not sure if they will, but regardless, an elderly woman shouldn't have to make 2 trips to the dmv to get a proper pic.
That is not even clear enough to identify the individual. That's laziness by the DMV. Their light bill wasn't paid. Wow, you can't make this up. Or why would you. Problems waiting to happen with this one.
