Someone correct me if I am wrong, but Mexico is a civil law state, which makes this an undergraduate degree. The confusion in the comments is that in the US, which is a common law state, the practice of law generally requires passing law school, thus acquiring a doctorate, and then also passing the bar exam, which is an extremely grueling and difficult test.
Although this is still quite an accomplishment, it is not quite what many Americans here might be expecting.
