Trump was quick to respond. “See, the conflict this—and this is very friendly; this is not going to be like, ‘We had another little blow up with somebody else,’ that was a much different—this is a very friendly conversation,” he said. “We want to make our own cars, we don’t really want cars from Canada.

And he won’t! All countries know he has no plan, let alone a concept of a plan. They also know they have nothing to gain in negotiating with a mad men over false pretences.
Countries will wait out the 90day pause while the consequences keep piling up and hitting Americans, bringing Trumps approval rating lower by the day and having him lose any leverage whatsoever
