Why are the women wearing mourning dresses?
Upd: As some of you replied, turns out it's a requirement.
I thought, they were just required to wear something like a long dress with long sleeves and to cover their heads.

“With” is a strong word here. Maybe “near” or “in proximity to” suits it better.
