Rutte is very, very good at making everyone feel heard, deescalating situations and compromising. Although I did not support his party or policies, I appreciated him as Dutch prime minister because he made a senate with 14 political parties work somewhat effectively for 12 years. He's a master of stability and trust, even if he's the focus of a scandal. NATO is perfect for him.
Rutte isn't laughing at the idea, he's laughing it off. He knows trump and how to remain close with him, so he can influence him when it matters. Rutte is doing what he must here to keep trump in NATO, arguing with him would see him out in a heartbeat.
trump may be crazy enough to act on his threats none the less, but that won't be Rutte's fault. If you hadn't noticed, trump is a narcistic lunatic asshole.
