One Tesla location in Toronto reported more than 1,200 sales on January 11 alone, accounting for $4 million in rebates. In accounting, we call this "channel stuffing" and it's a form of financial fraud.   

Go after them, investigate all of the purchases, and if there's fraud, charge them.  

As it's a listed company in the US, this would also be an SEC violation.
