EDIT: other redditors pointed out that Richard Nixon was the one who actually started the war on drugs. Maybe I'm moving the goalpost a bit but, if Nixon was the one who started it, the Reagans were the ones who took it and put it into overdrive. I mean, most of the media that focused on the problem was produced in the '80s. D.A.R.E was also from that decade.
