Putting his hand on Trump’s arm, Macron corrected: “No, in fact, to be frank, we paid 60 percent of the total effort: it was through, like the U.S., loans, guarantees, grants. We provided real money, to be clear.”
EDIT: to express it clearly, Europe paid 60% of the bill so far, but they didn't want to carve up Ukraine, so neither them nor Ukraine got a seat at the table when USA and Russia did their Molotov-Ribbentrop pact.
