I lived in South Korea for several years and, in all my time there, I have never seen a car with winter tires in Seoul. Ever. It completely blows my mind. They have several feet of snowfall each year, yet literally no one swaps to winter tires in the fall. The result is that streets are an ice rink and people refuse to drive when there's even a single snowflake in the sky. smh
