In 2023, China’s gaming industry saw a notable increase in approved video game titles, signaling a shift in regulatory policies. The National Press and Publication Administration (NPPA) granted licenses to over 1,000 games, a significant rise from the previous year’s 512 approvals.

This change came after a period of strict regulations that had slowed the industry’s growth. In 2021, authorities imposed an eight-month freeze on game approvals, aiming to address concerns about gaming addiction among minors. This freeze led to a substantial drop in the number of approved games, with only 748 titles receiving licenses that year.

The increase in approvals in 2023 suggests a more supportive stance from Chinese authorities toward the gaming sector. The Game Publishing Committee of the China Audio-Video and Digital Publishing Association noted that this move demonstrates a clear intent to promote the development of online games.

Among the newly approved games are titles from major companies like Tencent Holdings and NetEase. Tencent’s ‘Assault Fire: Future’ and NetEase’s ‘Lost Light’ and ‘Sifangyuzhishi’ were among those that received licenses.

Despite this positive trend, the industry faced challenges due to proposed regulations aimed at curbing excessive spending on online games. A draft regulation released in December 2023 suggested tighter controls on user spending, causing concern among gaming companies and investors. However, the NPPA indicated a willingness to revise these rules after considering feedback from various stakeholders.

The December batch of approvals, totaling 105 games, was the largest since July 2022, bringing the total number of approved titles for the year to 1,076. This increase reflects a more favorable environment for game developers and a potential revival of growth in the world’s largest video gaming market.
