The story is that a Belarusian blogger somehow sent a message to all the teachers in Voronezh region to construct “Helmets of the Fatherland” as protection against NATO satellites. The teachers were told they needed to post proof of construction and compliance.

So even though they might have seen it as ridiculous, it was received like an order, and they would have been scared to not comply. Bad things happen to teachers who don't comply. So this is likely more a story of fear and authoritarian rule than it is gullibility.
