In this case, Dems had a thin margin and were trying to block every single amendment to prevent the bill from collapsing in the House. They already had to peel off large portions of it to appease moderates that were concerned about the cost. He knew it was going to fail, as nearly all the amendments did.
There were plenty of other senators that supported it on principle, but had agreed to vote against every single amendment regardless of what it was.
