Some comments: the Police may put you into this facility for medium to high degree of intoxication and any instance of DUI, drinking in the alcohol ban area or other alcohol-related offence. No court order etc. is needed, only the Police report. It is technically a medical facility that is run in conjunction with the Police. On admittance, there is a strip-search, a medical examination and a cold shower. As seen on the picture, all personal belongings and all clothing, apart from the underpants, is confiscated for the duration of stay, both to speed up the 'recovery' (it is also intentionally cold in the cells, as controlled exposure to cold is listed among the treatment methods that are utilized) and for safety. To be released, the certification from the duty nurse is needed of 'sober condition', however the minimum holding period is three hours, and the maximum of 24 hours. Most of facilities are privately run and charge an equivalent of $15 for the 'stay'.

They have those in Poland, too. But they give you something like a hospital gown so you don’t sleep naked. It’s basically a jail room for people who are too intoxicated to be interrogated after committing a crime/misdemeanor. Or if you pass out in public and nobody knows your address or who you are.

In the morning, the people are either released (but have to pay the fee for the night) or transferred to jail.

Similarly in Germany

If you are too intoxicated and can't behave the police will put you in a holding cell in their station until you are sober enough

Or most hospital near bigger party areas have drunk tanks so a designated area just for drunk people to sleep till they are sober with one nurse just checking if they are still breathing and not choking
