This is Simeiz (Сімеїз), Crimea in Ukraine. Specifically it is what's known as "Cyprus Lane" which is the portion of Lenina Street near the town's central park.

Simeiz used to be really beautiful and had a huge LGBT scene but since the Russian invasion and occupation they've cracked down and jailed many people there so that has died out. The town has also gone to shit if you look at recent photos vs a decade ago. Russian occupation has been rough on that park in particular. That's really the only story to tell here: another beautiful place Russia has sucked the life out of.
