There's an interesting story in the non-fiction book "The Presidents Club" about presidents saluting. When Reagan was in office, he wanted to return the salutes from military personnel assigned around him, but wasn't sure whether or not that was appropriate, protocol-wise. He consulted with the Commandant of the Marine Corps, who basically told him that, as Commander-in-Chief, he could do whatever he wanted.

Shortly after Clinton took office, he met with Reagan, who told him he thought Clinton's salute wasn't very good, and showed him how to do it better, something Clinton accepted graciously.
