That's almost certainly some kind of local ordinance that requires signage to be 'in keeping' with the locale and approved before erected.

Is this in Freiburg? If so I'm pretty sure I've been there. This was the spot my German girlfriend tried to explain the difference between the words Tor (gateway or portal) with Tür (door).
