The Zimbabwe Olympic Committee said they only paid for 17 people to go to Paris. 7 athletes, 8 coaches etc and two non technical people, the CEO and President of the Zimbabwe Olympic Committee.
Everyone else was invited as a guest but not in an official capacity and paid their own way to go.
This is a picture taken at the ZOC AGM. This is the ZOC board and various representative’s of their sport codes… this has nothing to do with the team going to Paris
