He made up that Alabama would be impacted by the storm. Instead of retracting his mistake he dug in and lied, saying that almost all models showed Alabama would be hit (not true). He then lied again, saying there was a 95% chance Alabama would be hit.
Then he illegally altered the weather forecast to include the lie (18 U.S. Code 2074)
One thing that no one really talks about is that Trump made the original statement about Dorian hitting Alabama on Sunday morning 9/1/2019.
Look at the date on the map that he doctored. It was from the previous Thursday. He just looked for a map that best fit his false narrative, whipped out his Sharpie and tried to show everyone his biggliest brain.
As early as Saturday morning at 5AM (29 hours before his tweet about Alabama), hurricane experts were predicting a northward turn: https://i.imgur.com/RLFHJGC.png

At that point, the hurricane experts didn't have Dorian going anywhere near Alabama.
Basically, the man just doesn't have the ability to ever admit a single mistake. It's a deficit of character. The fact that he is even in the running to be our next President absolutely boggles my mind.
