The normal North-Korean is starving to get some food so i was doubtful they had men capable. Also sending them abroad gives them a new experiences of battle but also the world, i don't think Kim wants that to happen.

If by troops you mean prisoners put in an army uniform with equipment suitable for cannon fodder, then yes, NK might be sending troops.

Yup it was a fake news and a lot of us treated it like a fact.
