Underfed workers put to backbreaking manual labor (shoveling snow is really strenuous, as anyone who has lived in places that get a lot of snow knows) to help the 1% of North Koreans who even own cars. The government could afford a couple decent snowplows but obviously figure this way lets their citizens feel like they're contributing to the juche. Fucking murderous assholes.
