This is an old anti-aircraft tower in Hamburg, Germany. We literally call it "Bunker".
It's mostly known for being a nightclub in our cities party district. Recently they started building a park on the roof. There are multiple more in Germany and Austria, but to my knowledge this is the only one currently still in use, though I might be wrong :D

That's one hell of a bunker
