Do you guys not have retroreflective paint? They lay the paint down and then apply tiny glass beads that only reflect the light back within a few degrees of the light source, they appear really bright when driving but emit no light otherwise. Phosphorescent paint isn't nearly as bright, and only lasts an hour at most after being charged.
