I don't really know how emergency services work, but I asked my friend, who is an EMT, and she said they wouldn't check or anything with this. That in her opinion it was more useful to have your emergency contact be aware of your pets and for them to arrange care of them. Not to discourage anyone from having this card if it gives you peace of mind, but that maybe ensuring that if the person you want to care for your animals is different to your emergency contact, that maybe they know about your plans on the off chance that the hospital/police etc don't call or check for this card.
