Bay Area resident here, to folks saying “why don’t they have a transponder”: everyone is stopped at the metering lights not the toll booths which they haven’t used since Covid. The booths are there only to scan the plates or the toll transponder.

I remember being stuck at those metering lights for up to an hour.
