My sister and I were driving around in Dallas laughing at the “do not pay parking attendants!” Signs. We parked, had some dude come up and ask for money, then said he’d give us a quick walking tour because he had just gotten off shift. Suddenly, he shut up and started walking away, and we realized the real security guard was coming towards us. Not knowing what to do, we got back in the car and left.
We have had them for years in Greenville SC but they have a thing on the bottom to say please donate to your local homeless charity vs cash since the money goes much further and ensures they get necessary services and not enable to extension of their homelessness.
We also recently enacted a program to get non violent offenders mental health and housing support vs sending them to jail over like drug use etc.

Many cities have these type of signs now.
I live in metro phoenix and most of the cities have a version of this.
