I built one in middle school. Mine didn't draw sparks anywhere near as long as this one, but it would light up a 4' fluorescent bulb about 15' away. And disrupt radio & TV reception for the neighbors.
It used a neon sign transformer as a primary (13kV), then a spark gap with a large capacitor made from copper sheets and glass, before the secondary set of coils (unknown voltage).
It was way more dangerous than a teenager should have been messing with.
