In France, property tax was based on the foundational space, so people always the built base smaller the rest of the stories, giving you these funky looking homes.

It's called La Maison de Jeanne in Aveyron. Here is a picture of it with a less scary/dramatic background.

It should be noted that it was recently, um... "restored".
