I vaguely remember the story around this. I believe she is an anthropologist, and she was having a conversation with the local women about how she had different shaped boobs.
This photograph is from 2003, in Namibia. A photojournalist named Alexander Gusov was documenting the lifestyle of the Himba tribe, when his wife Sasha, who had befriended several of the women, decided to remove her blouse and bra to allow the three to compare their bodies.

A girlfriend of mine who lived in Japan for a number of years said Japanese women would regularly touch her boobs or her hair.
