I traveled recently to Japan where every single public toilet was clean and free of debris. Truck stops had sparkling restrooms with a cleaner working full time. They took pride in this, and nobody felt free to trash them.
A Japanese visitor seeing this would think of us the way we think of 3rd-world countries with no public education and completely failed/absent infrastructure.
