This is hilarious, but it's such a shitty situation.

A potential thief has no reason to believe the message, so their incentive to steal it or cut it open and find out whether it's copper is unchanged.

Edit: so everything in the last two paragraphs is wrong. I thought broken fiber optic cable was irreparable, but it's actually only $0.50-30 to fix each break.

If they cut it and it's copper, they steal it and the company loses money. If they cut it and it's fiber, which they probably couldn't sell even if they hadn't just ruined it, the company loses a bunch of money and construction of whatever project this is being used for is still delayed.

Depending on who owns it and how you feel about them (like if it's a big shitty comms corp), this might be a win-win for the thief. But it's a lose-lose for whoever owns the cable.
