Ashtrays in the bathroom are still required by the FAA because there must be a safe place to dispose of a lit cigarette if someone violates the no-smoking rule.
Ashtrays are required to be there in case someone does light up they need a proper place to dispose of the cigarette. They are actually a no go item in the us if someone steals all of them. Newer planes they are tiny and are not super noticeable but they are there. Source I’m a flight attendant.
