This is called a sea stack. They are typically formed first by a hole being bored through a cliff headland to the other side, which is then enlarged until only a strip remains at the top. Over years, with severe storms, this strip finally gives away to result in stacks like this one and many others along the Atlantic coast of Ireland. The ones near Kilkee, co.Clare are spectacular and were a popular tourist destination during the victorian ages. Anne Brontë went there (for her honeymoon), as did other characters as diverse as Bram Stoker and Che Guevara. This was mainly because Kilkee was at the end of a railway line that one could take connecting to London (with a boat between the islands, of course).
