The crazy thing about this Pic is that his weapon is showing fired, meaning the bullet is currently traveling towards, or already in the guy with the bear spray.
In the video you can see bear spray guy holding the canister. He is itching to use it on someone else he's arguing with (not the security guard in the photo, some other protestor who is unarmed).
He notices he's being filmed and immediately approaches the cameraman (who was not at all involved in the argument) and shoves them while yelling at them to stop filming. The person he shoved was the security guard's employer. That's when the security guard (one in the original photo) got involved.
He was ready and looking for a fight from the very beginning.
