Possibly a very early Contactor? the coil has a power supply, so energising the coil pulls the steel rod in and rotates the contacts to off? just guessing... or vice versa... energising the coil pushes the steel rod out and rotates the contacts on....

A way of using a small safer circuit/current to switch a larger load eg motors, large banks of lights, large elements etc

Looks more like a high power relay or solenoid switch.
