This is pretty common in Vietnam, apparently it’s because of cultural inheritance practices.

Property is divided equally between children (can’t remember if there’s a gender bias involved or not), and traditionally it’s the land itself that’s divided, so you end up with these square plots slowly becoming thinner & thinner.

The subsequent generations then keep building taller to make use of it, so you end up with those really tall, thin buildings with multiple generations living in them.
