A university can easily build new facilities hundert miles across and will be still considered the same university. Let's take UC for instance. The sites are located from NorCal to SoCal.

If a prison exceeds its capacities it's probably more like a new prision will be build rather than setting up new buildings within the already existing prison area.

Also, we need to take into account the absolute size of both facilities. While the biggest college in Cal has around 50,000 students, the biggest prison has less than 4,000 inmates. In other words, you need more than 12 prision to reach the capacity of one university.

So let's compare the percentage increase from 1980 of both the number of inmates and the number of enroll students.

Notice the Asterix (*) next to university, this means there is a notation about the 1 university which you can see part of but not the full thing providing further context and information about the 1 university. This is something that is commonly used when cherry picking data points to include the actual information but leave that out of the body of the article.
