The population seems to determine the star diameter not the star area, which exaggerates differences between states. As an example Washington has a population of 8 million while California has 40. A representation by area would give California's star 5 times the area and ~2.2 times the diameter, instead of 25 times the area and 5 times the diameter as it seems to be done here.
