Yes, but owning one would require a Class III license and registration with the ATF. Any firearm with a barrel diameter larger than a .50 cal is considered a "destructive device". It isn't as simple as just rolling up to a gun shop and buying a 20mm rifle. Even buying one from a private owner without having the required documents can land you in hot water.
Edit: SELLING an NFA restricted weapon is what requires a Class III license. Buying one requires a permit however.
