I am not a law enforcement officer but have a lot of knowledge on this time of crime. There is a very small market for wheels and tires stolen from this type of vehicle. Due to the limited nature and high risk here, we're looking at a likely international ring that is probably taking these wheels outside of the country immediately. If you can get surveillance up quickly at local toy ports, you may be able to spot someone smuggling the wheels onto a boat like this:
