When I lived in NY, snow like this usually wasn't a problem. Snow like this means its been below freezing the entire time, and the ice under that snow is limited.
The worst thing was when the tempurature would fluctuate right around freezing, and you wake up with a solid 0.25-0.5" of ice covering your entire car. And the road. And literally everything. Made the trees look beautiful though...
