This is called 'fasciation' and happens when a plant's growing tissue gets laterally stretched.

Normally there's a small central group of plant stem cells called the meristem which divides into all of the plant's different kinds of cells. As this happens they grow away in all directions and make roughly rotationally symmetric structures, like the strawberries we're used to.

In fasciated plants, the growing tip forms a line and creates a stretched, duplicated appearance in the resulting tissues. This can happen as a result of genetic damage, bacterial or fungal infection, or exposure to frost among other things. In strawberries, it often occurs when plants meant for growing in warm climates are raised in cold weather.
