The truth is sometimes even worse than it looks. Here in Thailand, you occasionally see children like this and they're controlled by gangs. The gangs know that tourists (and locals) will give more money to children so they station them in different areas to sit there all day making money which they then take for themselves.
A guy I know here in the US pays $20/month to a homeless family in Manila to sleep on this parents grave, or it would get desecrated by desperate people.
